How do you know that the people on board will be the same ones in the Karpaz and in the next European Port? If you can't hand a person a fine, are you going to try to impound the yacht? If the yacht is registered in some dodgy place like the Caymans, you won't get far.
Again, you are talking big without substance. You already have legislation against people enetering Cyprus "illegally" that you don't enforce, so give us a break on this one.
