Yes, well, you can appreciate what it's like, when someone refuses to reciprocate your apology to help move matters forward. You start treating them with utter contempt.

2 federations 1 state... like USA mate.. each state has its own laws ( i don't know how or on what are they limited too) but for example california can't intervene in the state of new york but they are both governed by the USA goverment

That's a cop out. Talat and his people would have been in a far better place now if he'd been allowed to accept the apology with good grace and reciprocate. When you spurn such advances you move matters backwards rather than forwards.
