I agree with you, the problem is a bit of give & take, there is never a happy medium. There should be designated areas for smokers ( it is not ok to take away the rights of smokers either).
There will always be the odd person that will still light up when they shouldn't & they will get caught sooner or later, but to hunt them out is so childish... just move away from them!!! 1 cigarette doesn't take long to finish. Puts me in mind of curtain twitchers!
The problem is that the anti-smoking lobby via the mainstream media has whipped up public hysteria over the effects of smoking and second-hand smoke.
People really do believe that just one whiff of smoke from a passing smoker will endanger their heath. In the UK you can see people lined up at a bus stop inhaling filthy diesel fumes yet waving their hands in front of their faces when a smoker approaches!
Fortunately many people are starting to see through the lies and spin that are served up to them every day by the media. Until sound scientific research comes to the fore we'll never be able to properly debate the rights of smokers - or drinkers, gamblers or burger lovers for that matter.
Hopefully, the recent dabacle over climate change will cause more people to question the 'scientific facts' that are fed to them... It will be a slow process tho...
