Personal choice is available to smokers , but personal choice to polute my air in a restaurant , pub or public place works both ways. I can't speak for Cyprus but in the UK nobody had a chance to vote for it.

specifically promised that they weren't thinking of an outright ban in pubs and restaurants...
So who wanted it...?
Pressure groups.
Pressure groups convinced government to introduce a law that the people who elected them didn't vote for and a large majority didn't want.
Pressure groups introduced the perfume ban in Nova Scotia...
Pressure groups will restrict your ability to enjoy a drink or a burger -
because they don't like it.
