Because it doesn't target any single individual but gives the democratic option to target one of many with just a mouse click.

I disagree. Sorry to be a party pooper. The proposition, "I consider X to be the most annoying member" is a personal attack on X. To invite people to cast votes in such a poll is to invite people to make personal attacks. The fact that each such attack may not be directed at the same person is irrelevant.
But “X” is a non-existent “member” of the forum so “X” can NEVER send a PM to Admin to complain that “he” is being targeted!
So let's all attack "X", shall we?
