This is a good idea but it requires the admin's cooperation for creating those subforums. I don't see it coming... Then we have the problem of the commissioners. I doubt you can find 7 (?) people from each side impartial enough, let alone willing to undertake the job, to vote.
Besides do you think that will stop people popping in and starting from the beginning as it always happens here?

NB. besides there's the vast majority in here who just enjoy their slander competition....
