Property Rights and the 1975 Population Exchange Agreement

How can we solve it? (keep it civilized)

Both you and VP are total ignorants.

This agreement was in 1975 not in 1974. It did not concern the 180,000 refugees it concerned the 20,000 GC people who got enclaved in the Karpas Peninsula. Those people STAYED.
Now you tell me how long it took your Regime to reduce their number from 20,000 to 200, and how did they achieve it, i mean what method did they use?

By August 2, 1975 the ethnic cleansing had taken place. This agreement attempts, post facto, to legitimise an event that had no voluntary basis.


Tim, this agreement was reached in August 1975, when the Greek Cypriot side was trying to safeguard the retention back into their homes in the north, of some 20,000 GCs that were enclaved in the Karpas Peninsula. At the time, the GC side was trying to prohibit the evacuation of the south by the TCs and their movement to the north. Turkey was threatening to expel all the remaining GCs from the north, as well as to extent its military operation to the south in order to force the movement of the TCs into the area it came under its occupation in the north. The GC side gave in and accepted the voluntary (not compulsory) movement of the TCs into the occupied areas, in exchange for the remaining GCs not to be expelled from the north. The agreement makes absolutely no reference to the 150 thousands of GCs already illegally expelled from the north, a year before, since they were not the purpose or the subject of the agreement. The agreement cannot be regarded as a population exchange agreement, and if I remember correctly this was also ruled out by the ECtHT in the 4 Cyprus v. Turkey interstate cases, as well as in the Loizidou case, when it was brought by the Turkish side as an argument. nevertheless, even though the GC side abide by the agreement and allowed the TCs to cross north, Turkey gradually and within 4-5 years expelled from the north all but some 500 of the then 20,000 remaining GCs that was agreed not to be expelled.

Don't you "love" me dear boy, first of all it was you that wrote enthickly clean, right? Although I can't be bothered to check to see if it was you, and if it was not please forgive me for accusing you of something you did not say. You I am used to being accused of all sorts of things I am not. As to the Karpas region, do you think that 35 years of no real discussion contributed to that fact? thank the roc for that. Secondly, all TPapa had to do in the last negotiations was ask for it and he refused, just in case it becomes a fairer solution and the GCs vote for it.
Either way, you guys don't come out smelling sweet roses with it, do you?

For the Karpas region I have better idea: How about closing the high school, forcing them to send their children to Nicosia for schooling, allowing them back only for holidays, and when they turn 18: YOU ARE NOT ALLOWED TO RETURN ANYMORE.

Don't you think that would be much more effective?

With the benefit of hindsight, this agreement could have been better worded. It should have been clearly stated that those people who had already become refugees did not move voluntarily, and clear stipulation should have been made that people were simply moving and not relinquishing their property rights. As it stands, the text can easily be misconstrued.

I fully agree with you on this, and in fact Klerides received extremely heavy internal criticism at the time, and in the subsequent years, precisely for this reason.

That is such a good idea. Didn't the roc apply similar rule about TCs leaving Cyprus and being unable to return. I now realise you are a true cypriot, what?
With mentality like that, you don't need take the Kickapoo test, you have passed with flying colours without so much as walking into the examination room. Now there's justice if ever I saw one.
