i believe some did have insurance, but the poorer and some older members of the community did not.
But it was the governments duty of care to sort out the flooding problem
and assist the local council to get the town up and running again..
The problem is that Most of Tewksbury buildings are 12 to 17th century
And the flooding was so extensive it damaged the foudations of many buildings, plus the severity on newer structures also damaged them.
But then what about New Orleans after the disaserous floods there ?
thats not been fully repaired
