They sure do. Individual member countries - democracies - have veto rights; including little Cyprus. Them's the rules of the club Turkey wishes the join. Not really. It's clear you're confused. EU has nothing to decide. Turkey must decide. You see, Turkey thought the war was won in 1974, when in actual fact it was lost in 2004.
