SMOKING BAN AND WHERE DOES IT EXIST?

Hey guys been out for a Eurotrip. Been to slovekia and austria for 4 days. This couple of weeks we were talking about the smoking ban, and when i went to those countries I didn't see the smoking ban put into practice. Smoking was allowed everywhere.

So which countries go by this law?

I know England for a fact and now Cyprus. Any other ones?

Why do people assume that the smoking ban is an EU regulation, when it isn't? The countries that have enacted a smoking ban law have all done it on their own.
