Yes.
You can't un-invent cigarettes.
Remember the Americans tried to ban alcohol. It didn't work, the trade in booze just went underground and the government lost millions of Dollars in tax revenue.
If you banned cigarettes it would just go underground in the same way.
Remember also that drugs are banned almost world-wide. No advertising, no promotion, you can't legally sell them or posses them.
Yet millions of youngsters try drugs (and many become addicted to them) every year.
I'd suggest that banning cigarettes would make them 'cooler' in the eyes of youngsters, would lead to a huge black market trade by organised criminals, would remove billions from the tax returns of countries around the world and wouldn't reduce smoking at all...
