We are nearing the end of these talks.....another dead end, who agrees it will not reach a referendum.

What is there to talk about?

Your "foreign minister" is expecting the free part of Cyprus to accept that the north isn't occupied by Turkey; that the government of the regime in the north is legitimate; that its leader is recognised as a president.

What is there to have a referendum about?
