What is there to talk about?

Your "foreign minister" is expecting the free part of Cyprus to accept that the north isn't occupied by Turkey; that the government of the regime in the north is legitimate; that its leader is recognised as a president.

What is there to have a referendum about?

Your "foreign minister" is saddened that there has to be a "political" agreement.

Your "foreign minister" is sad about the need for a "political agreement". How can we get to a referendum in circumstances when one side would prefer another kind of solution?
