Yup they trully don't. The only reason they put it there is to prevent the law suits from people that actually where affected by smoking.
But yeah I am wrong it's just to add words to cover the blankness of the packet.

The way round it for smokers is they can SMOKE outside!
But if you'd read the links I've provided you'd see that smoking in open spaces and in your home is also on the list...
So, no you won't be able to go outside...
