I'd like to ask a theoretical question: The flag that is painted up on the mountain is rejected by the south as a national flag, but would it be accepted as a 'community flag' for the Turkish Cypriots if - however unlikely I think it is - reunification does occur.
no. communities don't have flags, they belong to nations that have flags.
States do and the current talks are based on a 2 state BBF solution, like in the USA every state has its own flag.
As I said communities do not have flags. You are right however the northern state will be able to have its flag if it wants it however there are also Greek Cypriots that will be living in that state and your flag needs to be something they will accept as well.
