Under that same constitution, the Turkish flag is also official in Cyprus, though I don't think there would be many of those at that venue somehow...

Against the rules maybe but not racist! And as Epsilon said Greek flag is part of our constitution so probably not even against the rules. APOEL was probably fined for different reasons and some people here are trying to link it with the Greek flag or the "Cyprus is Greek" banner.
