They are not nomadic peasants. In fact, most of them are not even Iraqis. They are evil, cowardly foreign "fighters" on the side of what they think of as Islam.

Many soldiers become cruel because of what they go through on a daily basis in places like Iraq and Afghanistan. There are recognised psychological problems that occour when people live like this.
I'm not defending cruelty but I try to understand it.
