OK ... I agree, those are accurate definitions.
In which case, Turkey would
not be allowed into the EU whilst it practices discrimination towards an ethnic group --the GCs -- by segregating them and restricting their movements in a part of the EU (Cyprus). Yet you said the EU has exceptions where such a thing would be a minor problem and tolerated. You have not offered any evidence where
racism of the kind practiced by Turkey, specifically against one group/race of people and their movements and rights to ownership, would fit in with the ethics/morals and practices of the
other EU member countries.
So, either Turkey is playing the fool expecting to be given accession whilst
practicing racist discrimination; or, they expect some monumental overhaul and devolution of one of the most basic and fundamental foundations of the EU's practices.
