In principle,legal owners should have the first say and quite a number will probably opt to sell them anyway unless they are in the area which will be under the control of their side.But then who is going to find enough money to compensate those who don't get them back?
Christophias is quite right in his suggestion that the only way to resolve this situation is for the Turkish side to return enough territory to the G.C's to reduce the number of claims to a level which can be dealt with financially.

The GC lawyers team accused Turkey bribeing "poor" GCs via TRNC properties board with an aim to ethnically cleanse North and partition island. Turkish lawyers fiercly opposed the claims of GC lawyers and mentioned the name of famous GC businessman as an example that it's irrelevant to claim that Turkey via TRNC properties board try to bribe "poor" GCs and ethnically cleanse North for permenant partition of Cyprus.

Tomorow, judges of ECHR will decide whether to redirect all pending GC cases to TRNC properties board or not...
