How it was divided and crreated 7 seperate independent states?

The populations of 7 independent states created from Yugoslavia varies from 700.000 to 7.500.000... How the other ethnic groups which had 1/7, 1/4 population ratio compared to 7.500.000 were not considered as minor ethnic groups in major ethnic group and all allowed to create their own independent states?
