STATEMENT BY H.E. MEHMET ALİ TALAT, THE PRESIDENT OF THE TURKISH REPUBLIC OF NORTHERN CYPRUS AT THE COMCEC ECONOMIC SUMMIT

Your Excellency President Abdullah Gül,
Excellencies, Ladies and Gentlemen
It is a distinct honour and privilege for me to address this November meeting on behalf of the Turkish Cypriot people. I would like to express my profound gratitude to the Government and People of the Republic of Turkey to have successfully organised these annual meetings for about a quarter of a Century.
I would also like to thank Professor Ekmeleddin Ihsanoglu, Secretary General of the Organization of the Islamic Conference, the members of the OIC Secretariat and of its institutions for their incessant efforts towards the cause of Islam throughout the world, and in particular for their support to the just cause of the Turkish Cypriot people.
I also salute you on behalf of the Turkish Cypriot people. As the president of the Turkish Republic of Northern Cyprus, I am pleased to be addressing you in this room; and I regard this opportunity as the demonstration of your support to the just cause of the Turkish Cypriot people.
I regret to express once again that the situation in the Middle East, the plight of Palestinian people, the continued occupation of Jammu and Kashmir as well as part of the territory of Azerbaijan, the plight of the Turkish Muslim minority of western Thrace, the persistent violence following the war in Iraq and other unsettled issues concerning Islamic countries continue to be of great concern to us all.
Mr. Chairman,
I would now like to share with you in brief the recent developments regarding the Cyprus issue.
Following the simultaneous referenda on 24 April 2004 in which the Turkish Cypriots accepted and Greek Cypriots overwhelmingly rejected the Comprehensive Settlement Plan of the UN, it became, once again apparent that the Greek Cypriot side is not ready to enter into a power sharing arrangement with the Turkish Cypriot side.
However, the Turkish Cypriot side continued its efforts to end the deadlock and move forward towards finding a comprehensive settlement to the Cyprus problem.
The efforts of the Turkish Cypriot side aimed at engaging in a new process of negotiations under the auspices of United Nations have yielded result and on 23 May 2008, the two sides have agreed on the settlement framework which clearly outlined that “this partnership will have a Federal Government with a single international personality, as well as a Turkish Cypriot Constituent State and a Greek Cypriot Constituent State, which will be of equal status.”
The full-fledged negotiations between the two sides have started on 3 September 2008.
The aim of negotiations is the creation of a new state of affairs in Cyprus which will reflect the cardinal principles of political equality, bi-communality and bi-zonality.
The Turkish Cypriot side is committed to finding a settlement in 2009, which can be put into separate simultaneous referenda in the first months of 2010.
The OIC is the first international organization to accept the representatives of the Turkish Cypriot people and provided us a window of breath through in our long lived political isolation. I would also like to express my profound gratitude for the OIC and its institutions for giving the opportunity to the Turkish Cypriot people to step into the international arena.
We are very grateful to the esteemed members of the OIC for the unequivocal support extended to the just cause of the Turkish Cypriot people through successive OIC resolutions and declarations. These resolutions and declarations called upon the member states to strengthen effective solidarity with the Turkish Cypriots and urged the member States to take concrete steps to end the unjust and inhuman isolation of the Turkish Cypriots. Furthermore, they call upon all member states to further develop bilateral relations with the Turkish Cypriots in all fields such as direct transport, trade, tourism, culture, education, information, investment and sportive contacts and in this respect, to exchange high-level visits with the Turkish Cypriot side.
In this respect, the meetings organized by the OIC institutions in North Cyprus were the steps taken in the direction of these resolutions and welcomed by my people.
However, we regretfully observe that with the exception of a few minor steps taken in the direction of lifting the restrictions, the isolation on the Turkish Cypriot people are continuing despite the existence of such resolutions and declarations.
The commencement of the full-fledged negotiations should not slow down the efforts for lifting the inhuman isolation.
We would like to invite the member countries which possess significant capacity of capital to invest in North Cyprus. Such kind of initiatives would not only strengthen the bonds between us, but would also help us to ease the effects of unjust and inhuman isolation on the Turkish Cypriot people.
Furthermore, we attach great importance to establish Turkish Cypriot offices in the member States with a view to enhancing our relations with the OIC countries particularly in the fields of trade, tourism, culture and higher education. In this context, it should not be forgotten that the opening of such representations is necessary for the development of Turkish Cypriot side in all aspects through connecting with the rest of the OIC countries and for a better understanding of the Turkish Cypriot perspective.
Thus, I would like to avail myself once again of this opportunity to call member States to provide support to the Turkish Cypriot people, in line with the resolutions and declarations of the OIC.

I sincerely believe that your efforts would contribute to the prosperity of humanity and world peace.
