Four (or five) way talks involving the puppet regime are not possible because the RoC, Greece, and the UK (as well as the rest of the world) will not elevate the said puppet regime to the status of a participant in talks between sovereign states for the obvious reason that it is not a sovereign state.

This is merely a ploy to show that the RoC "does not want a settlement". The RoC responds by suggesting direct talks with the occupying power who similarly responds that such talks are not possible because the RoC is not recognised by the occupier.
