That's why he should have respected the 8th July agreement (as he promised to do pre-election), which had international support and basically said that for official negotiations to start there should have been some common ground on key issues.
The best he can do now is focus on property/ territory before discussing anything further. He should state he has absolutely no right or authority to negotiate PRIVATE property rights of individuals (not least because of ECHR/ other court decisions/ EU acquis etc) and STOP there. No one in the international community will criticise him for doing THIS.
If common ground cannot be reached through movement of the Turkish side towards legality re properties, he should refuse to discuss anything else, because if this key issue cannot be resolved, then there cannot be a solution.
