Why do you think this guy is asking?

Because he wants to know maybe?

No idea - but CBB was wrong and I just wanted to post the correct info.

I was only a year wrong!

I think the bloke is asking because he reckons he can get a visa for Cyprus which if we were part of the Schengen agreement would entitle him to travel to most of Europe.

Tell me, Poirot: It's supposed to work this way: Whenever Cyprus enter Schengen, it will be a freepass to the rest of Europe? Or you suspect this guy to time his entry to Cyprus so that Schengen will open while he's here? Come on, there could be numerous reasons for his question, but you are leaping to a conclusion only because someone named him "muslim brother"

14 months' wrong CBB! Go and sit in the corner lol!

The clue is in the bolded portion:
In the last few years our Visa System has had to undergo major transformations, primarily as a result of Cyprus' accession to the European Union on 1.5.2004. Since then, we have moved succesfully from a Visa-free regime for holders of Russian passports to the stage where we find ourselves today: one step away from full harmonisation with the Schengen regime.

Cyprus and other countries that clamoured to join the EU club are having to actually get around to complying with the EU rules. It's a slow process for some things though.

Cyprus opted out of Schengen not the other way round.

Since then, we have moved succesfully from a Visa-free regime for holders of Russian passports to the stage where we find ourselves today: one step away from full harmonisation with the Schengen regime. Starting March 2009 the Council of Ministers of the Republic of Cyprus made a decision that the Russian citizens, holders of the valid Schengen visa (category C, one, double or multiple entry) who have already visited Schengen area according to the requirements for issue Schengen visa which they hold, can enter Cyprus without national Cyprus visa and stay there for the period equal to the remainder of the duration of stay provided by Schengen visa and leave Cyprus before the date of Schengen visa expiry at the latest.
Please note that the Cyprus visa keeps its national status and doesn't give to its holder a right to use it for entering Schengen zone.

All along, our major concern has been, and still is, to make this transformation as smooth as possible and to keep the system simple and transparent, for the benefit of our prospective visitors.

You hug lighted the wrong section! Also, a year in Cyprus can be anything, not necessarily 12 months!

Does anyone know if the embassy in Cyprus of any Schengen country is able to issue Schengen visas without the need for the applicant to visit the embassy in person? (i.e. just send an agent)

This would make life much easier for some of my Russian friends living in Cyprus and travelling often to Schengen countries.

Thanks
