its simple if you dont get your item, you get your money back via paypal..and if you dont have to sign for the item you have won, you get another item plus your money back from paypal...simple...2 for free!!!

Yes the first few words are correct. The rest is called fraud and can result in losing your PayPal account and a criminal record.
