We had a car accident and the engine got changed on our car so we need to have the log book changed with the new engine number. We went to the road transport office who would not help us and would not speak english to us. Can anyone tell us what we are supposed to do and how please

Go back to the transport office and tell them to do their f*****g jobs, dont leave until they sort it for you...

failing that go back to where you had the engine changed on the car and ask them to help.
If they can change an engine on your car then they can help you out with the lazy arses at the transport office, offer to let them use your phone to call them if need be.
just dont leave your car with them if they tell you to as they will prob have your good engine out from under your nose.

there are some situations that occur in cyprus that are directly targeted at foreigners, and in this instance, all controlled behaviour is lost and a person become very resentful due to these happenings. but as the girl said she went through some really painful situation here, you have to understand that she is angry with the situation.

We are quite happy with the inefficient civil service and the fact that tomorrow is next month, we just get on with it and don't spend all day moaning about Cyprus being in the EU and things shouldn't be like this any more!
