Tijuana is quite well known for an abundance of pickpockets (amongst other things). So authorities started erecting signs warning people of the pickpockets. And incidences of pickpocketing increased. Because concerned people would touch their wallets when they saw the signs, tipping off the pickpockets to exactly where their wallets were located.

They eventually took the signs down.

Really? what other countries do you include in "most of Africa"?
Been visiting and traveling around over there since first trip in 89 and never had a problem - that includes countries in sub Sahara as well.
South Africa, well if you stand still in the middle of Joburg - just a pickpocket means your lucky! but out of there we have been fine.
Only passed through Zim airport for a stop off so couldnt comment.
