So if I go to a Notary with nothing but my passport then I should end up (without doing anything else but paying the notary and giving them my passport) with an officially signed POA that can be sent to my dad to use to pay my tax owed and to then receive the title deeds? No other step needed?

Oh, and my lawyer that I originally used to buy the house is advising me.

You will need the power of attorney from Cyprus. Either with your fathers signature or your fathers signature when returned to Cyprus.
Try Richard Drake in Hungerford or google Notary in Berkshire.

Don't you know ... this is Cyprus .........most corrupted country on the earth. Lots of cases like that .They takes your money but u never get your deeds because contractors ows so much to banks .First they have to clear from the banks than u turn will come , 5-10 years .... depends how luck u are .
