The settlers are a simple ploy- to prevent any solution between the GCs and TCs.
Turkey knows that the GCs cannot accept a plan which makes the settlers citizens of the Federal Republic.
Turkey also knows that no TC leader can agree to repatriate the settlers and survive politically.
Result= no agreement.
