Turkey's Sahin joins Turkic-speaking states meeting in Azerbaijan

Turkish Parliament Speaker Mehmet Ali Sahin attended a meeting of the Parliamentary Assembly of the Turkic-speaking countries (PATC) in Baku, Azerbaijan on Monday.

Azerbaijani Parliament Speaker Ogtay Asadov, Kazakh Parliament Speaker Oral Mukhamedjanov and Kyrgyz Parliament Speaker Aitibai Tagaev also participated in the meeting.

Sahin told A.A that they discussed the draft which was prepared by parliamentary secretariats of the four member countries, adding that the proposals in the draft were accepted unanimously.

Sahin said that the draft would be presented to the approval of the general assembly on Tuesday, and PATC would start its activities as a very important organization after the approval of the draft.

He said that the organization would increase the cooperation and solidarity between the countries.

Parliamentary Assembly of the Turkic-speaking countries holds session in Baku
BAKU. September 29. KAZINFORM /Arnur Mukhametkarim/ First plenary session of the Parliamentary Assembly of the Turkic-speaking countries has been opened today in Baku.
Chairman of the Milli Majilis of Azerbaijan Oktay Asadov delivered welcome speech at the opening ceremony. He congratulated representatives of the Parliamentary delegations from Kazakhstan, Kyrgyzstan and Turkey.

Chairman of the Majilis (Lower House of the Kazakh Parliament) Ural Mukhamedzhanov from behalf of the Kazakh delegation congratulated his colleagues and participants of the event on realization of the common idea of brotherly Turkic-speaking countries on holding of the first plenary session of the Parliamentary Assembly.

He noted that IX summit of Heads of Turkic-speaking countries scheduled on October 2-3 witnesses the development of cooperation between Turkic states.

The Kazakh Speaker informed on work in Kazakhstan held by the initiative of the Head of the State within "Cultural Heritage" program as well. This work proves the necessity of realization of the Kazakh President's idea on establishment of international program "Cultural heritage of Turkic-speaking people".

Besides, the Kazakh Diplomat briefed the participants of the session on the work within the Kazakh policy in the field of international and interconfessional dialogue - holding of the Congress of Leaders of World and Traditional Religions and functioning of the People's Assembly of Kazakhstan and informed on the role of Astana in the coming OSCE chairmanship in 2010.

Turkmenistan agrees to join the Parliamentary Assembly of the Turkic Countries
Turkmenistan will join the next meeting of the Parliamentary Assembly of the Turkic Countries (PATC) in Baku in September, 2009, member of the Azerbaijani delegation to PATC Nizami Jafarov told APA.

He said they were working toward Uzbekistan’s membership to the organization now.Jafarov said non-independent Turkic countries would also be involved in PATC alongside with six Turkic-speaking states. “Tataristan, Bashkordistan, Uygur Autonomy and Chuvashiya will also be involved in the Assembly. Turkic peoples living in Iran and Georgia will also have their representatives to the organization, which will be enlarged and cover all Turkic world”.

Uzbek, Turkmen Reps Skip Turkic-Speaking Assembly

BAKU -- Uzbek and Turkmen deputies did not attend the Parliamentary Assembly of Turkic-Speaking countries in Baku, RFE/RL's Azerbaijani and Uzbek services report.

Azerbaijani political analyst Ilgar Mammadov told RFE/RL that a possible reason the deputies skipped the September 22-23 session is because Uzbekistan and Turkmenistan lack "genuine parliaments" and were prohibited by their governments from attending.

He added that the parliaments in Azerbaijan, Kyrgyzstan, and Kazakhstan have turned into "notary's offices" that rubberstamp bills put forth by their governments. Mammadov said that among the Turkic-speaking countries some degree of "genuine parliamentary activity" can be found only in Turkey.

Uzbek political analyst Farhod Tolipov told RFE/RL that Uzbekistan did not attend the assembly for "subjective reasons." He explained that slogans such as "Turkestan is our home" -- a reference to a pan-Turkic entity -- could be frequently heard in Uzbekistan, but in recent years Central Asian countries have become more nationalistic and distanced themselves from each other.

Initiated by Kazakh President Nursultan Nazarbaev in 2006, the Parliamentary Assembly of Turkic-Speaking Countries is designed to gather delegates from Turkey, Azerbaijan, and the five Central Asian countries. The next meeting of the assembly is to be held in Astana in 2010.

Turkish Parliament Speaker Mehmet Ali Sahin hosted Wednesday a luncheon in honor of ambassadors of Central Asian Turkic Republics and chairmen of parliamentary friendship groups with those countries at parliament in Ankara.

Speaking at the meeting, Sahin said Turkey had fraternal ties with Central Asian Turkic states since they declared their independence.

"The level we reached in relations is not enough. We have to improve ties," Sahin said.

"Better relations among these countries would also contribute to global peace as our countries are located in an important geography," he said.

Sahin said Turkey's trade volume with Central Asian countries reached 8 billion in total in 2008, adding that better relations between the parliaments would help grow commercial relations.

Ambassadors of Kazakhstan, Azerbaijan, Uzbekistan and Tajikistan attended the luncheon.

The Turkish high-ranking militaries' visit to Azerbaijan has begun today. According to the Azerbaijani Defense Ministry, the Commander of the Turkish Land Forces, General of the Army, Koshaner will hold several meetings in Baku.

The high-ranking militaries of the Turkish Armed Forces often visit Azerbaijan. During this visit, they will discuss cooperation affairs in different fields with the Azerbaijani Armed Forces.

Koshaner said this visit took place upon Azerbaijani Defense Minister Safar Abiyev's official invitation and is of familiarization character.

The parties will discuss military cooperation affairs between the two countries.
