Why would TC's have to "Force" Turkey couldn't you not just tell them,

trouble is TC's don't have much of a say either

...an agreement was signed by Turkey, which it did not honour.

the issue of "EU promises" happened after...

the two do not go hand in hand.

essentially, if Turkey recognises Cyprus, then it will have to accept that such a State exists, something it has refused to do long before either issue materialised.
