Because you are dependent on your Developer's good will, or otherwise, to obtain your Title Deeds. My Developer and I will be appearing in the same Court, next month to 'discuss' this very thing.....

If it’s a large complex then there’s nothing wrong with going up to the developer and saying…
“Re koumbare, I gave you power for 6 months so please use some other neighbor for the next 6 so we can all share your cost, because that’s a lot of houses you’re building there! ”
