The Anatolian News Agency published a detailed news report on its evaluation on the first phase of the Cyprus negotiations process.

While, the news report highlights the serious differences that remain between the two sides, it states that no convergence has been reached on the issue of federal executive, a vital component in ensuring political equality in governance.

According to the Anatolian News Agency, major differences remain between the two sides at the end of the first round of talks which was completed on the 6th of August.

The agency’s new report stated that convergence has been reached on three main headings while major disagreements still remain on the remaining three chapters.

It says that the Turkish Side proposed a state structure envisaged in the Annan Plan while the Greek Cypriot Side did not put forward any proposals on this issue.

The news report also notes that the Turkish Side supports the continuation of the guarantee system, something which the Greek Cypriot Side perceives to be ‘out dated’, insisting that the European Union would provide the necessary guarantee for any settlement to be reached.

The Greek Cypriot Side believes that Turkish origin TRNC citizens have undergone extensive military training and could pose a security threat in the future.

On the issue of federal executive, the Anatolian news agency report points out that the Turkish Side desires a presidential council whilst the Greek Cypriot Side is insisting on a presidential system.
Major disagreement also reigns over EU matters.

As opposed to the Turkish Cypriot Sides insistence on the recognition of the final settlement agreement as EU primary law, the Greek Cypriot Side claims that the 10th protocol of the EU Accession Agreement is a sufficient legal instrument to safeguard the agreement to be reached.

The property issue is another area where no convergence has been reached, the news report stated.

Another area of disagreement the report highlights is the issue of territory.

While no maps were discussed in the first round of talks upon a request by the Turkish Side, the Greek Cypriot Side is insisting on the return of as many Greek Cypriots as possible to areas that will continue to remain a part of Turkish land.

The Greek Cypriot Side is also demanding the complete demilitarization of the island.

the turk side is also demanding two states and power over all the island

Call their bluff, once an impasse is reached, as it no doubt will, insist on international arbitration based on the princples of the UN Charter.
