It depends what you mean by foreigner. If you are a non-European, with no Cypriot citizenship they your chances of benefits are slim.
If you are a European you can claim benefits from the European Union, and they will claim the benefits in Cyprus and charge your country of origin.
The benefits available in Cyprus tend to go in the line of tax benefits for every child, as well as help the further education and loaning programs to fund their education. They have to live in Cyprus in order to get these benefits.
The government prefer if you are working here as well, in order to get money out of the system you have to pay the system. Yep. Agreed. But somehow I don't think foreigners from a non-EU background have this in mind. It's more on the lines of claiming political asylum and forging marriages in order to get citizenship.
