You are wide of the mark in thinking that they were Turkish Cypriots. Turkish Cypriot women do not dress in the manner you describe. They were more likely to be tourists from conservative Arab countries. Even then, this suprises me. I have worked in Qatar, and in my experience Gulf Arabs are very well aware of the differences between Western and Gulf Arab society, and take a 'when in Rome' attitude while visiting the West.
