i believe someone from the townhall comes out to do the ceremony. is this marriage legal in th UK? Also how is it registered?

It is legal everywhere. You need to talk with Paralimni municipality and they will tell you what documents you need to supply, how much money you need to pay and if they are available on the dates you need. And the ceremony should be organized by you and your Hotel.
