Err, Cyprus is in the EU so this statement cannot hold true. Any settlement has to adhere to the basic founding principles of the EU and that includes freedom of movement and settlement. Do you seriously think that the EU will endorse a solution that restricts the basic freedoms of GC's whilst the rest of the EU citizens can do as they please?
