This has not been my experience of dealing with bureaucracy in Cyprus. I have found everything to be quite straightforward and people in government offices to be helpful. If you want to pay into the social insurance scheme, you have to fill in and return one fairly simple form and then you get a letter telling you how much you have to pay, and when. Every time you pay, you get a pink receipt to keep. That is all there is to it.
