Please clarify..

Ask yourself… who usually needs security?

1. Famous people who get hounded by fans.
2. Very wealthy individuals afraid of getting robbed.
3. Underworld characters like mafiozi who wrong others.

So which of the above groups do the TCs belong to?

The rule of law is on offer. It's enforcement is what can be discussed.

Nami already wants to incorporate discriminatory, impractical, unlawful and divisive nonsense into any agreement. Turkey will want to guarantee such nonsense.

As I said, nothing to gain. And too much to lose.
