Is it going to be somehow left to Cyprus to decide what to do with Gibraltar then? Only they seem unable to come to a decision about what to do with Cyprus without getting involved in any other country.

Travel Agents usually lump Cyprus & Malta together in their brochures. Is there some connection that has escaped me?

Yes they are both Sovereign, Mediterranean Islands; not far from each other.
