See the problem is Turkey NEVER went to any "peace operation" without NATO or when it had LEGITIMATE rights to interfere as a guarantor.

Unless the Uighur's are helped by NATO, which might or might not require help from Turkey, or they have secretly signed an agreement behind everyone's back to declare Turkey as their guarantor, the brave Turkish military will not/cannot do anything about it.
