Let Turkey have Greece's attention for negotiations. Turkey's aim is to feel equal to the Great Greeks, after all. It demands their attention; what with dogfights over the Aegean and then stealing half of Cyprus from right under its nose!
Greece will demand complete withdrawal of Turkish troops, no guarantees, and see the Turks off!

Greece cant even control its 'so-called' sea territories.
A Turkish President once said:
"We could destroy the whole Greece but they'd also burn us 'till Sivas" (Sivas is a city at the centre of Turkey)
So the conclusion is: Turks would not be afraid of Greece. A war would be costly but still, Turks would be the winning side, if you could call this as a 'win'
Anyway, Greece knows that they can not remove Turkish Army from Cyprus, thats why they are passive.
