TURKISH PRESIDENT CALLS FOR CYPRUS REFERENDUM BY END-2009

ANKARA (A.A) - 13.07.2009 - Turkish President Abdullah Gul said Monday Turkey wanted to see Cyprus peace talks concluded rapidly and a referendum held by the end of 2009.

"Our sincere wish is that the leaders would reach a lasting settlement in their talks, and as part of this settlement, a referendum would be held by the end of this year," Gul told a joint press conference with Turkish Cypriot President Mehmet Ali Talat in Turkish capital Ankara.

Gul said Turkey had always supported talks between Talat and Christofias, adding that a Cyprus settlement should see that a Turkish-Greek balance was preserved in the eastern Mediterranean.

"Our ultimate goal is to reach a lasting settlement on the island and to devise a separate area of cooperation in the European Union with Turkey, Greece and the entire island," Gul said.

As I posted before the new colapsing agreement is under preparation.
All will be done (G/cs will also help and i do not know why) to present by the end of OCT0/NOV09 THAT WE ARE VERY CLOSE TO AN AGREEMENT in order Turkey's meeting with EU Dec09 be faced softly and of course all will colapse again by Jan/Feb10 until next meeting with EU ,when the circle will be repeated. Can we hire some Turkish politicians to help us to take something in our favor in this Cyprus problem?

PRESIDENT TALAT MET WITH TURKISH PRESIDENT ABDULLAH GUL IN ANKARA

The Turkish Republic of Northern Cyprus and Turkey have reiterated their support to an early settlement in Cyprus that will be found on the basis of UN-parameters.

The TRNC President Mehmet Ali Talat and Turkish President Abdullah Gul told a joint press conference at the end of a meeting in Ankara today that there are no differences between the positions of the two countries on the Cyprus issue.

The Cyprus issue was the main topic of the meeting between the two Presidents who referred their discussions as very useful.

Mr Gul said that Turkey is in support of the United Nations Secretary General’s Good Offices Mission in Cyprus, adding that a settlement should be based on standing UN parameters.

He listed political equality and real bi-zonality and the formation of a new partnership as basic parameters of a solution.

Stressing the importance Ankara attaches to the continuation of the Treaties of Guarantee and Alliance, he said a settlement should maintain the balance between Turkey and Greece in the region.

Mr Gul also expressed the hope that an agreement will be reached in Cyprus by the end of the year.

`Final objective is to bring lasting peace to Cyprus, making it possible for the whole island, Turkey and Greece to create an area of cooperation within the European Union` he said.

The TRNC President, for his part, said that important progress has been achieved at the talks continuing between the two sides in Cyprus.

However, he said a lot remains to be done.

`30 joint papers were prepared on the 3 of the 6 main topics taken up at the talks. These are the fruits of intense efforts`, the President said, adding that more work should be carried out to narrow and remove the differences between the two sides.

He also noted that there is enough time to achieve this.

`Our objective is to achieve this by the end of the year, but the Greek Cypriot Side should support this objective` he said.

`But, if the Greek Cypriot Side is dreaming of putting pressure on Turkey and us through the European Union, we will not be responsible for the result`, he said.

The President also repeated that a comprehensive solution would be put to the approval of the two peoples in Cyprus and said `if there is a will, there is a way`.

Welcoming the support Turkey has been providing to the Turkish Republic of Northern Cyprus, Mr Talat said `it is pleasing to see once again that there are no differences between our positions`.

Pointing out that Turkey is the only country recognizing the Turkish Republic of Northern Cyprus, he said `we would be alone and weaker at the talks, if we didn’t enjoy this support`.

The two leaders continued their talks at a lunch given by Mr Gul in honor of President Talat.

In the afternoon, the TRNC President met with Foreign Minister Ahmet Davutoglu and Minister of State – Chief Negotiator with the European Union Egemen Bagis.

Tonight, the Turkish Foreign Minister is hosting a dinner in honor of Mr Talat.

Tomorrow morning, the President will hold discussions with Prime Minister Recep Tayyip Erdogan.

President Talat and Turkish President Gul Hold Joint Press Conference

President Mehmet Ali Talat met with President Abdullah Gul of the Republic of Turkey in Ankara today. President Talat is in Ankara on an invitation from Gul to hold a number of high-level contacts.

President Talat and President Gul held a joint press conference after their meeting, which began with a two-hour tete-a-tete.

Turkish President Gul stated that the ultimate goal is to bring permanent peace to Cyprus within the framework of a comprehensive settlement, and consequently, to form a separate area of cooperation between Turkey, Greece and the whole island within the EU. “For this reason, we want the negotiations to be finalised rapidly and if possible, we want (the agreement) to be put to referendum at the end of this year,” said Gul.

President Gul expressed pleasure over having President Talat and his team in Turkey. He stated that the Cyprus problem and the future of Turkish Cypriots are of close concern to Turkey . He added that Turkey always places great importance on the happiness, peace of mind and wealth of its Cypriot brothers.

Gul underlined that President Talat has an important role in the negotiations, which re-started on 3 September 2008. He stated that Turkey is pleased with the fact that the negotiations have re-started.

“Our sincere opinion is this; we want the leaders to reach a conclusion as a result of these negotiations, we want a comprehensive solution to be reached and within the framework of this comprehensive settlement, we want referenda to be held at the end of this year. Turkey has always been supportive of a solution. Turkey has always supported the rapid solution of problems. For this reason, Turkey has supported the negotiations from the beginning. And it will continue to do so.”

President Gul also stated that their meeting was very positive and beneficial.

Gul highlighted that Turkey supports negotiations within the framework of UN Secretary-General’s Good Offices Mission and stated that the comprehensive negotiations should be based on established parameters. Gul defined the parameters as “real bizonality, equal power sharing and a new partnership.” “ Turkey wants the solution to become EU Primary Law through new protocols that will replace Protocol 10,” added Gul.

President Gul also stated that the Guarantee and Alliance Agreements concern Turkey, Greece and the United Kingdom. He reiterated that Turkey places importance on the continuation of these international agreements.

President Gul also stated that a solution should respect the Turkish-Greek balance in the Eastern Mediterranean and should pave the way for peace and mutual respect in the region.

In response to a question, Gul said:

“What I have said is quite clear. What we want to see, what we desire is a comprehensive agreement reached through negotiations and referendum at the end of this year. We would be pleased with such a development. Separately, I have also listed some parameters. The Guarantee and Alliance issues are issues that concern Turkey, Greece and the United Kingdom, not the Turkish and Greek Cypriots.

President Mehmet Ali Talat, on his part, stated that their goal is to solve the Cyprus problem by the end of this year.

“But this has to be understood well,” said Talat. “The Greek Cypriot side needs to cooperate with us so that we can reach an agreement. If it does not cooperate and attempts to take advantage of its EU membership to put us and Turkey under pressure, and delays the process due to these attempts, we will not be responsible. We believe that, with sincerity and constructiveness, it is possible to solve the Cyprus problem by the end of this year.”

President Talat stated that they had a very beneficial meeting with Gul. He added that today’s meeting confirmed once again that there is full agreement with Turkey. Talat stated that they have made progress in the negotiations aimed at finding a comprehensive settlement to the Cyprus problem despite “difficult issues.”

Talat underlined that the TRNC is only recognised by Turkey and thus, is in need of Turkey’s support in every field. “Turkey’s support for negotiations is vital,” said Talat. “We would have been alone in the face of the international community if it were not for Turkey’s support. Our ability to negotiate would have been very limited. Our basic rights would have been eroded. We place great importance on Turkey’s support and we want to see Turkey’s support in every field. In today’s meeting, we saw once again that we don’t have differing views.”

Talat stated that they have prepared 30 common documents under three of the 6 basic issues in the negotiations up to today. He said it would be possible to decrease the number of disagreements in the future.

“We don’t have an agreement over when the negotiations will be finalised,” said Talat. “But the goal is to finalise the comprehensive agreement by the end of the year. Of course, the comprehensive solution will be put to referenda and go into effect after being accepted by the Turkish Cypriot and Greek Cypriot peoples. I believe that we can succeed in this if we have the will.”

In response to a question on whether there are problems between the Presidency and the UBP government and why TRNC Foreign Minister Huseyin Ozgurgun has not accompanied him in his Ankara visit, Talat said: “I am not aware of any problems… Only the Foreign Minister can explain why he is not in my team today. As far as I know, he had something else to do in the Parliament.”
