Cyprus- MFA - Statements by Foreign Minister Markos Kyprianou – Turkey’s EU obligations

“A candidate country like Turkey cannot set the terms and conditions for the fulfilment of its own obligations towards the European Union”, the Minister of Foreign Affairs Mr Markos Kyprianou noted after his meeting yesterday with the Italian Deputy Foreign Minister Mr Alfredo Mantica. Mr Kyprianou was invited by journalists to comment on statements made by Turkey’s Chief EU Negotiator Egemen Bagis who said if direct trade with the occupied areas began and good will was shown, then Turkey would open its ports to Cypriot ships.
Mr Kyprianou said the implementation of the Customs Union Agreement and the Ankara Additional Protocol constituted an obligation for Turkey, as a candidate country, which she had to fulfil without putting forward its own conditions in an attempt to evade the obligation.
“Any attempts to associate two irrelevant issues cannot be accepted by the Cyprus Republic and we will allow the European Union to accept them either”, Mr Kyprianou stressed. He further said the statements made by the Turkish side could be interpreted as unwillingness by Ankara to comply with its obligations vis-a-vis the EU. If this policy continues, he added, there will be repercussions in December, when Turkey’s EU accession course will be evaluated.
The Foreign Minister also noted that regarding the so-called direct trade, the European Union had not made any promises either towards the Turkish Cypriots or towards Turkey about the adoption of that regulation. “If there is a relevant assurance by some countries unilaterally that is their problem”, he added. Mr Kyprianou then asserted that the proposal for direct trade with the occupied areas was part of a set of proposals submitted by the European Commission for strengthening the Turkish Cypriot community, noting that the European Union had no obligation to accept all the proposals.
