How can we solve it? (keep it civilized)

The message on the following banner is:

"There is plenty of money for monuments.
When it comes to the people there is none.
End chauvinist policies."

Must admit though that Tim's translation of it as technically accurate as it is, lost all the poetry of it in translation. Don't you think?
May be Palio was after that.
Try this one.

For statue money plenty
When it comes to people not on your nelly
End Chauvinist Politics .

Agreed, but poetry always loses in translation. You give it a try re Lurucadi.

If I may be so bold as to make a stab at the poetry...

For a statue there's money aplenty
For the people the coffers are empty
End chauvinist politics.
