TRNC President Talat:
“We Plan to Begin the Second Phase Following the ‘Security and Guarantees’ Issue
President Mehmet Ali Talat stated that they plan to move on to the second phase of negotiations following the “Security and Guarantees” issue.
Talat said that Turkey and Greece will eventually participate in the discussions on “Security and Guarantees.” “It has to be a discussion participated by four parties, or even five ( UK). But this is our position. We have not yet taken a decision.” Talat stated that they have discussed basic principles on “Territory” but added that they have not yet devised a map. He stressed that the two sides have certain differences over the “Territory” issue and said that these differences will come out in the light when time comes for a map to be devised, or in other words, when the borders of the constituent states are to be determined. Talat added that they have completed talks over the “Territory” issue and will be moving on to “Security and Guarantees” starting from next week.
Talat was speaking to the journalists following his meeting with Greek Cypriot Leader Demetris Christofias.
President Talat added that they have also set the dates of their meetings until October and exchanged views on how the Yesilirmak crossing point will be opened.
Answering the questions of the journalists, President Talat stated that the work at the Yesilirmak crossing point will begin as soon as possible according to the meeting of the representatives. Talat said that the UN will also have a role to play since the region is in the buffer zone. He underlined that the EU has promised to make financial contributions for the road work on the Turkish Cypriot side, Greek Cypriot side and the buffer zone. Talat stated that preparatory work will be initiated by the representatives.
On a question on the timeframe of talks, President Talat said:
“After a certain period of time, we will be moving on to the second phase of negotiations. We have not devised a separate timeframe for that. We have just determined that dates of our meetings. Therefore, in my opinion, we will begin the second phase following the “Security and Guarantees” issue. There is no other way anyway… The Turkish side envisages to complete the “Security and Guarantees” issue before the end of July. This means we can move on to the second phase in August.”
