Will these new cameras have some built in filtering device so that friends, relatives, work mates, lawyers and state officials don't get the ticket and don't have to pay?

Will the cameras and the staff who maintain then, operate the means of sorting out pictures against the owners of the vehicles do so in an honest manner?

Before anyone answers, remember this is Cyprus and it's not what you know it's who you know that counts in virtually aspect of life and the law here.
