Then Cyprus will be within their rights to veto Turkish membership. If, on the other hand, Turkey meets all other conditions of entry and then offers to leave Cyprus but with guaranteed entry how would Cyprus play it? would they then be happy with a French or Austrian veto? or would they become very strong advocates for Turkish membership? - with the freedom of movement of population that entails...

Leaving Cyprus is the priority before further EU consideration. Any other conditions it has to fulfil, are secondary. Hence, your scenario is not valid.

Perhaps, but if I can see that the Turkish presence in Cyprus is a possible bargaining chip then I am sure they can.

Precisely why it's been taken out of the equation! .... so that it won't be a bargaining chip.

Turkey withdrawing all troops and influence from Cyprus is a prerequisite before any other considerations for possible EU entry.

Given the attitude of France and others they Turkey will hold it as a bargaining chip, sorry.

Which is why it's a no-go for Turkish EU entry, whilst the Tipping-Point is gathering momentum. :D
