He called upon the villagers of Erenköy .... who ever wants return back to settle down in abandoned TC village they can go and they must get help from the government to reconstruct they are homes and build up all necessary needs for they are living.

Talat does not rule by decree and the UBP is back in power, not his party, so he cannot single-handedly give permission for civilians to resettle in this area that has anyway been commandeered by the Turkish army. According to the article, Talat is expressing the opinion that:
