From my experience a memo came around with standing orders. I was asked if I was intersted, I applied and was then assigned.
I do not know how it works outside the UK but I think it would be along the same lines.

I think there’s a difference between the “field personnel” (I'm trying to avoid the word "soldiers") sent by UN members and the actual clerical/administrative/other staff that should get hired via more standard channels.
