But the translation you have opted for ... branded by reactionary fools (like Miltiades) is definitely wrong.
A closer translation, I would say, bearing in mind linguistics nuances, would be "Only in death can a Turk be good" ... which as axioms go, is a pretty standard aphorism to make an example of those who habitually err.
So the quicker we all get them there the quicker they'll stop erring?
That is only one (extreme) method for achieving goodness. The alternative is to simply stop behaving badly, in life ....
I am anti-capital punishment, and I don't advocate punishments of any description lightly. But I personally don't mind any forms of verbal eye-openers ... based on truth!
But, admittedly these are easy vehicles for inarticulate fools ....

Come on Bill, it's a bit more than that. One of our most articulate and interesting posters ( Tim) has said he wants nothing to do with a racist site. It looks like we may lose him because of this slogan.
